Section 1 legislative powers.

But all duties imposts and excises shall be uniform throughout the united states. The 18th and final clause accounts for any not mentioned by giving congress to the power to make any necessary and proper laws needed. In whom vested all legislative powers herein granted shall be vested in a congress of the united states which shall consist of a senate and house of representatives.
